They have also instructed me to draft a letter to Union 28 Superintendent with copies to all participating towns asking Union 28 personnel to voluntarily do the same, and not to accept any COLA next year. The main reason for this position is there is too much uncertainty at the federal, state and local level. Also contributing to our fiscal concern is the unknown additional costs for the hazardous cleanup at the Fire Station. I have attached the letter giving to all employees at the end of this report. Farmers Market: Hard to think about it when it is still so cold, however before you know it we will be planting seeds again. We had so many positive comments on last summers effort- it is on the March 3rd SB agenda to have a beginning discussion. Fuel bids For FY10: We will participate in the FRCOG bid for diesel, gasoline, and heating #2 fuel oil, but at the same time get quotes from vendors on our own so we can compare the best prices. FRCOG bids will be opened April 7, which will give us enough time to make any final adjustments to our FY10 budget if necessary. Looking for a job-2010 Census Jobs: The U.S. Census Bureau is currently recruiting staffers for the upcoming 2010 census. Census information is used in part to determine our community's representation in government and to help direct federal funds to local programs and projects, such as roads and other community needs. The Bureau is hiring for a wide range of positions, including supervisors and door-to-door census takers. Those interested will have to fill out an application and sit for an exam. Fieldwork to verify census address lists will be conducted over approximately 10 weeks from mid-May to mid-July, 2009. Another round of fieldwork will take place in spring 2010. Testing sessions will be held at Shutesbury Town Hall (Basement Meeting Room) at 9:30am on Monday, March 9th and Monday, March 30th. It was a recommendation from the Personnel Board that this decision include all employees. It was a difficult decision, but our priority was to protect jobs and hours for all employees in this most difficult economic climate. We hope to bring forward a budget to ATM that provides NO COLA in every wage line item of the budget, including school employees, police officers, department heads, stipend positions, all town hall employees, everyone. We ask for your understanding and support of this plan. By taking this action now, we believe the town will be in a better position to weather the ups and downs of any prolonged recession, be in a position to manage possible future reductions in state aid and local revenues, and deal with the unknown clean-up costs of the hazardous material at the Fire Station. We believe that if we can all work together that we will be able to manage this huge fiscal crisis, serve our community’s growing needs and maintain equity by not adversely impacting single individuals. Tyler Boudreau served in the Marine Corps for 12 years. On March 1, 2004 Captain Tyler E. Boudreau deployed to Iraq as the Assistant Operations Officer for 2d Battalion, 2d Marines (2/2) based in Camp Lejeune, North Carolina. Upon his return from Iraq in the fall of 2004, Tyler Boudreau assumed command of a rifle company (Fox 2/2), and prepared to deploy again to Iraq. But by April 2005, his concerns about the war combined with his deep affection for his Marines, made him unable to remain in uniform any longer. He relinquished his command and resigned his commission. Tyler Boudreau lives with his FAMILY in western Massachusetts and works on a variety of veterans issues in his community. The Highway department will, from time to time, post these these roads as being "Closed to Thru Traffic." Residents living on the affected roads may drive on them but should use caution. Commuter and commercial traffic should use alternate routes. Roads that may be closed on a temporary basis are portions of Sand Hill Rd, Baker Rd, Leonard Rd, Montague Rd and unpaved sections of Wendell Rd and Cooleyville Rd. The Highway Department attempts to limit road closures for minimum inconvenience, but Mother Nature will often determine the time and extent of any closed sections. Education Readiness Summit: Last year Governor Patrick issued a ten-year plan to improve the quality of education in Massachusetts called the Readiness Project. Due to the economic downturn, implementation of the Plan slowed; however, there may be opportunities to implement some aspects of the Plan with federal stimulus funding. The Franklin County Public School project and the work we have already done to think about the quality and service delivery of education in Franklin County puts our region in an excellent position to be a pilot region for implementation of new and innovative ideas identified in the Readiness Project. On March 26 beginning at 3:30 at the GCC Downtown Center, we will gather to learn about the Readiness Project and its recommendations. We are fortunate to have several individuals from Franklin County and other parts of western Massachusetts that were part of the Readiness planning team that will explain their role and the recommendations they crafted. We will then work to identify which Readiness recommendations could be piloted in Franklin County. This work will be integrated into the final report of the Franklin County Public School Project. In summary both places do not have levels of gasoline volatiles over DEP thresholds. Alan Weiss will be attending the April 14 Select Board meeting to discuss the next steps to consider regarding the VOC plume in the ground. This is considered Phase 2 that will require more comprehensive site investigation followed by identification of reasonable long term remedial strategies for the contaminated site. FY10 budget update: Next year's budget is the tightest it has ever been. While our cash reserves remain 12% of our budget we still have several factors that could impact them. The cost for the on-going gasoline clean up at the Fire Station and the states declining ability to raise enough revenue. Having free cash saves the town money by not having to pay for short term borrowing, allows for unforeseen expenses, and provides stability when the amount of state aid is unpredictable. The attached budget is draft #10. It is $3,062 less than this year's FY09 budget, a tribute to all the departments that have worked hard to develop a budget with the same level of services but using fewer funds. Regional School budget under attack: There are three tiers of funding, Tier one is based on 3.5% increase of each towns assessment from their FY09 budget. The percentage is further adjusted up or down based on current student enrollment numbers. Tier two and three reduce the assessment by making bigger cuts to the school budget. Amherst has a significant budget shortfall and is unlikely to pass a budget at tier one level. See Gazette article. A four town meeting 9am this Saturday at the middle school is planned to discuss the Regional School budget. FY09 Budget: The Fin Com committed more of their reserve funds now totaling $24,803, attached is Reserve Fund History. Several budget items are significantly overspent, snow removal wages and materials, heating fuel, and gasoline and diesel fuel. In May and June the Fin Com with consent of the Select Board, can make line item transfers to balance the budget. FYI: Attached is Memorandum of Understanding with Massachusetts State Police for 911 and dispatch services for the next 5 years. Amherst has a grant to determine the feasibility for a Regional Emergency Communication center, info attached and it will be a SB agenda item 3/31/09.
