This option has not been offered before, but will save you a trip to battery sales locations, which are required to take back used batteries in trade. This may not be offered in the future, especially for free, so be sure to take advantage of this chance on Saturday. You may bring your old car, truck, lawnmower or marine batteries to Bulky Waste Day this Saturday, June 6th, at the Highway Department yard. Bulky Waste Day is open to Shutesbury residents, and runs from 10am to 2pm. Batteries should be leak-free, or packaged for safe handling, so that Clark's staff can ship them off safely. The RSWC volunteers will also be accepting used cell phone, power tool, and other rechargeable batteries for recycling, too. These should each be packaged to avoid shorting out against others in our collection bin. As always, at these biannual events, your bulky trash, appliances and electronics may be brought in between 10am and 2pm, and disposed of for nominal fees. Hazardous materials will not be accepted. Expect to unload what you have loaded, although volunteers may assist you. If you have not yet picked up your annual trash bag allotment, you can do so at this event, as well. Fin Com update: Out going members Erick Stocker and Elaine Puleo said good-bye to remaining committee members. Elaine has been elected to the Select Board and Eric is on the June 23 ballot for the other vacant Select Board position. The moderator will appoint two new members soon, but there is still a vacancy if anyone is interested in serving on the committee. The Fin Com reviewed FY09 expense report and made several line item transfers to cover deficits in Heating, Fuel, and Hazardous Waste Clean-up line items. Those recommendations will now go to the Select Board for their vote. Snow removal deficits will be dealt with at future Special Town Meeting. FY09 adjustments spread sheet attached. FY10 revenue was also reviewed. It was determined that at this time no action was necessary until the contract negotiations are completed for the teachers and police unions. A discussion of the FY09 budget process emphasized the need to remind all department heads that initial fall budget guidelines as to their budget increases is a moving target and can/will be updated throughout the year when state aid is determined in the Governor, House, and Senate budget deliberations. Also discussed was the fact the Union 28 budget is the third largest department budget and even thought it is the School Committee's jurisdiction, the size of the budget impacts the elementary school budget and town budget and their should be some discussion about their budget and projected increases. Fire Station hazardous site update: Phase 1 report complete and submitted to DEP. Attached is the summary report. Full report with all the charts available in TA's office. DEP has 60 days to review the report. In my conversation with Alan Weiss, Licenses Site Professional we discussed the importance of getting a second opinion for the various options the town might have. It is very likely DEP will assign someone to oversee the next phase, now that it has been classified as a tier IB Disposal site. He suggested when that DEP person has been identified we contact him/her and see what guidance they may provide as well as getting other opinions. Seeking funding, (if available), should be an important priority of the incoming TA. Start with Peggy Sloan, FRCOG to see what stimulus money is available and if there is any new flexibility with the Brownsfield funding guidelines. Also at a future Special Town Meeting the Select Board might want to consider establishing a Stabilization Fund for the clean-up costs. Leverett/Cooleyville/Prescott Road petition: Michael Sepanek has presented a petition outlining numerous problems remaining with the road project. Thirty-five citizens have signed it with and explanation of their concerns. Michael had to cancel his June meeting with the Select Board to discuss the concerns. He will contact Becky Torres in July to come to a SB meeting in July. Info attached. Also attached is a letter from the Conservation Commission regarding the detention basins poor drainage. They are concerned that they do not function properly and request working with the town to make sure the detention basins meet standards. Building Committee update: The committee focused on upcoming repairs at town hall and to fix the leak in the roof before adding insulation. Repairs are on going at the DPW with a new letter to Diversified Construction giving them one last chance to resubmit a new proposal to fix some of the problems with addition they constructed. Shutesbury Market update: The Library had a bake sale and a book sale this week. Mary Anne Antonellis had a delicious assortment of muffins, coffee cake and cookies and also sold t-shirts for the school. She will be back again this week, June 6, and plans to come twice a month throughout the summer. We had wonderful Arabic music from Karen Traub and her friend, Jamil Nimri from the band Shalom Habibi. Jamil Nimri, honored by the King of Jordan for his oud (Arabic guitar) playing and Hadama (Karen Traub) on percussion. Our farmers brought a bounty of plant starts such as Ageratum-red Sea, Cleome, Feverfew, Angel Wings Clianthus, Carolinian Sensational Cosmos, Pink Yarrow, Sunrays Dbl mix, Blue Vivian, Tangerine Gem Marigold, Love-Lies-Bleeding, Aster, Callus Bright Jewels Zinnia, onions and tomatoes of more than 16 varieties, and there were perennials and herbs. Fresh produce broccoli, spinach, red and green leaf lettuce, greens and eggs. This week, June 6, we hope to add manure, mushrooms and fresh cut flowers. Our artists/artisans displayed beautiful handcrafted jewelry, lovely clothes pin bags, bonnets, pins and aprons. Stop by and enjoy, every Saturday 8:30am-12:00 noon. There was still room in electronics and mattresses. Took in 17 car batteries, and a bunch of rechargeables in the collection box. Gail has the tally, which was around $2,100, which should more than cover costs. They also signed up 56 new members to the Town Announce email list, bringing us up to 289; so even more will get our messages from this time forward. Transition to new Town Administrator: Becky and I have been meeting most mornings to discuss what is going on with an effort to make as smooth a transition as possible. We wanted to live in small community, with good schools and a place to raise a family. Twenty-five years later we consider ourselves blessed and very fortunate to have accidentally picked Shutesbury to live, raise a family, and join a community. While participating in town government, watching our children grow, and working in Social Services most of my time here, I have found several common themes living in Shutesbury. Two that stand out the most for me are that people truly care about their neighbors and town. So many folks volunteer their time to help the town function in a wide variety of ways. This is one of the main reasons our town is in pretty good shape during this economic downturn, because of you the volunteer. Small town government is as good as the volunteers that help make it run and put in quality time on behalf of our town. If you are interested in participating in town government come to town hall and fill out a Citizen Participation Form. We have a few vacancies. We are also very blessed with having so many strong and capable employees. I hope this wonderful combination of employees and volunteers working together will continue with our next Town Administrator, Becky Torres. Welcome Becky! Thank you for all your support and help over the four and half years that I have been the Town Administrator. It is such a privilege to live and work in my hometown. Good luck and good-bye. David C.
