It is wonderful to be here. My door is open and I hope you stop by. I feel like David and I switched places behind the wheel of a moving car. We will miss David. During the 4 1/2 years as town administrator he oversaw more capital projects than all other Shutesbury town administrators combined. We are fortunate amidst this national economic crisis to be fiscally sound, for now. The decreases in state funding coming out of conference were anticipated and budgeted for by the finance committee in the FY10 budget. More cuts in state funding still could come. The finance committee and selectboard met this week to review our situation and make year end line item transfers. They will proceed with caution. State revenues are plunging. Dam Repair Dedication Event: A dedication ceremony celebrating the repair of the Lake Wyola "Red" Moriarty Dam will be held August 1 at 9:30am on the Lake Wyola State Park grounds. Energy Contract: Our contract with Constellation New Energy, our electric supplier, is up December of 2009. The current rate is $.0741/Kwatt. Constellation New Energy's new quote is attached, 3 year contract at $.1054/Kwatt. I met with Geoff Rogers, representing Hampshire Power, on Thursday. Hampshire Power is an electrical supplier and a program of Hampshire Council of Governments. They now offer two options, Real Time and Profit Sharing. They will offer Fixed Pricing soon. Ideas Competition for lot O-32 (across from the highway yard): The Selectboard, LFNAC and Planning Board are discussing how to fund $3000 for the Design Competition sponsored by Western Mass AIA. Emergency Management: The Emergency Management Team met this week. They prepared a draft memorandum of understanding for the Leverett/Shutesbury Emergency Dispensing Site (EDS) District. The federal Strategic National Stockpile (SNS) will deliver to our district at the Leverett Elementary school. This agreement when final will allow Shutesbury to pick up the medications and supplies at the Leverett Elementary school and bring to the Shutesbury EDS at the Shutesbury Elementary School. Zebra Mussel: Town officials have begun discussing potential invasion of zebra mussels at Lake Wyola. The conditions of the lake do not appear to be conducive to zebra mussels now but things could change. Boat ramp closing was discussed but does not seem warranted at this time. Conservation Commission will put up signage at the lake alerting kayakers and boaters about the zebra mussels and informing them how to take precautions. Flyers are available at town hall. It was just in the nick of time. The old one stopped working on Monday afternoon. A high-pitched alarm squealed through the air, the dying refrigerator's swan song. Lt. Governor brings Cabinet to Greenfield: Lt. Gov. Murray presided over a question and answer session with Cabinet members and local town officials on Thursday. They reviewed legislative tools put in place to assist municipalities adjust to this difficult financial climate. They answered questions, made suggestions and listened. They were very receptive. I noted the negative impact of retirement legislation on our long time municipal employees. Some employees began their careers for the town fundamentally as volunteers working for low stipends. Town wages have now been professionalized. New legislation averages life-time earnings instead of top 3 years dramatically reducing retirement benefits.
