I announced my retirement from the position of Town Administrator also effective June 30, 2009. Ralph and I plan on lots of golfing after our road trip. I have attached my announcement letter to the Select Board, however I want to take the time here to thank each and everyone for your support and dedication. I have always felt that I have one of the best jobs anyone could ever want, and Shutesbury is one of the best towns in the Commonwealth. While I will miss all of you, and walking to work, I am also looking forward to the many new things that await me. *Special Town Meeting is tentatively scheduled for Tuesday March 24:* The Planning Board has requested the Select Board to hold a STM in order to correct some errors in their zoning map approved last May. At the moment this is the only warrant article I am aware of. If any department has the need to place an article on the warrant for the STM, I need to know by Friday February 13. The Select Board will be signing the warrant February 17th. In addition we will be putting out a town-wide mailing to announce the STM the beginning of the week of February 23. We will accept any notices, announcements, flyers, etc to be included in that mailing. They will have to be given to Leslie or me by Thursday February 19th. *Lake Dam Repair: * The contractors have completed their winter phase of repairs that has required the water level to remain low. *Today, 2/4 water is rising*. * And, stay of the ice it will be very unstable. * Howard has lowered the gate (the gate going down blocks off the water in the sluiceway from flowing into the Sawmill River downstream). Howard will continue to monitor the gate to make sure the correct amount of water continues to flow down the Sawmill and the water rises no more than 3 inches per day. Before leaving, the contractors installed one final erosion barrier along the access route to the dam. In the words of Phil Kinder, Clerk of the Works, the contractors "did a great job". Our expectation is when the weather begins to warm up March-April they will return to finish the final phase of the repairs. Ward Smith, Environmental Monitor will continue to monitor the site from time to time to make sure the erosion controls are working as planned. Morris Root, our engineer, and I will meet at the dam before the next phase starts when all the snow melts. Phil Kinder hopes to take a trip to California to visit family, and of course Howard Kinder will be at the dam every day checking on the water level. Thank you one and all for getting to this point, we are almost done! *FY10 Budget discussion: * Next week the Select Board and Fin Com will be meeting with the School Committee to go over their budget. In addition I have prepared a list of budget cuts for FY10 for the Fin Com to consider/discuss for next year. It will be imperative to make cuts for next year as we know we will have *significantly *less revenue to work with. Attached are new budget drafts for FY10 and the list of proposed cuts. *The Select Board is considering adopting a Tax Work-off program: * At the SB meeting on 2/3 there was considerable discussion of the pros and cons of such a program. I am in the process of gathering more information for the next SB meeting. FY09 and FY10 budget update: We are gradually getting closer to a balance budget for FY10. We had the last department budget hearing this week with the Fin Com, Select Board and School Committee. We next reviewed current FY09 expense and revenue reports carefully to determine what if any Free Cash might be available at the conclusion of this fiscal year. As of now with our cut in lottery state aid and higher costs in snow removal and fuel costs; and several accounts that we will be under spending it appears that we should end this year with no surplus-extra free cash, but also no deficit in FY09. Everyone agreed that with so much uncertainty we should try and not use any cash reserves to balance our FY10 budget (currently Free Cash is $459,00 and Stabilization $216,000). Also weighting heavily on everyone is the unknown future expenses to finish the clean up of the Hazardous gasoline site at the Fire Station. Using the Governor’s FY10 revenue projections for now, which has significant cuts in state aid, less local revenue in our investment earnings and receipts, we are looking at considerably less revenue for FY10 then what we have in FY09. Fortunately the override passed at ATM in May has helped enormously. All this leads to the attached fifth budget draft of FY10 budget when we made about $30,000 more in cuts. We also made more adjustments to several line items reflecting the most current fiscal news. We have gotten to the bear bones in this draft in many of the expense accounts. Putting this all together there is still a budget gap of over $15,000 to try and close at the next Fin Com meeting 2/24. Current contract expires for the town’s Teachers and Police Union: The members of the negotiation team for the Union 28 Teacher's contract are Dan Hayes and Michael DiChara from the School Committee and Elaine Puleo from the Select Board. Members of the negotiation team for the Police Contract are Margaret Manson (Personnel Board), Patrick Callahan (Fin Com) and Al Springer (Select Board). Both teams will be consulting regularly with their respective appointing authority since the contract must be approved by the School Committee for teachers and Select Board for police. Dam repair update: Work has been suspended till spring, the lake is filling up, and the ice is unsafe, so please staff off the ice. Attached is the current spreadsheet at this junction. We have spent $249,923 since 2005expenses include everything from inspections, permits, engineering, clerk of the works and construction costs. This has been a high priority project, with many facets to it. Phil Kinder, Clerk of the Works will be coming to the next Select Board meeting to discuss the job the contractors have been doing. He has been there almost every hour of their work and is very impressed with the job they are doing.
