One new item from Walter Tibbetts is a bylaw for people who violate burning regulations, info attached. Annual Town meeting: The Select Board reviewed the ATM warrant. It has the fewest articles of any warrant in a long time. The Fin Com will review it at their April 7 meeting and vote their recommendation on all financial articles. The Select Board will sign the warrant at their April 14th meeting, warrant attached. The FY10 budget is getting its final review by the Fin Com at their April 7th meeting, also attached. Debris on municipal right of way creating problems for our DPW: Now with good weather folks are starting to clean up their yards. I sent a Connect CTY message reminding people that our DPW does have the equipment, time or capability to clean every private property owner's debris leftover from the ice storm. Our DPW can only clean up municipal right of ways and property. Residents should only bring the debris to the roadside if they have made arrangements for its disposal. Joint letter from Select Board and Fin Com requesting spending restraint for the rest of FY09: Attached is the letter alerting folks that future budgets will not effect any left over balances and to only spend what is absolutely necessary. Lake Wyola Dam Repair update: The contractors will be finishing up the remainder of the work, more riprap, landscaping, mortaring, etc. They hope to complete all the remaining works by the end of April. Update from Police Chief: With the approval of the Select Board and Fin Com our Police Chief will be submitting an application to the COPS program. This is a competitive grant program that funds the hiring of new police officer for three years. The town is then obligated for the fourth year. Police Officer Justin Wall will be promoted to Sergeant effective April 12. Congratulation Justin! Waste Water Treatment Plant gets endorsement from Lake Wyloa Association: Attached find a letter from Norene Pease, LWA President, stating their support for the SB to form a feasibility committee. I will include this item in my transition plan for new TA as an item for discussion when the Select Board has its complete membership in July. Conservation Commission hearing: The Conservation Commission will be holding a Public Hearing on Thursday, April 9, 2009 at 7:30pm to accept comments on draft rules for Hiring Outside Consultants under G.L. Ch. 44 §53G. The CC Clerk has placed paper copies of "Model Rules for Hiring Outside Consultants" and "Conservation Commissions Gain Consultant Fees" on the Commission bulletin board in case anyone is interested. FYI: Chapter 90, local transportation aid apportionment for FY10 is $103,453, see notice. Federal legislation making Metacomet, Monadnock, and Mattabesett (MMM trail) part of the New England National Scenic trail has been approved by congress, see article. At the Fin Com meeting we discussed the fact that state revenues are not coming in as expected and their could be more cuts in our state aid this fiscal year FY09 as well as more state aid cuts for FY10. We are in a holding pattern until the House and Senate complete their deliberations and try and factor in how the stimulus package effects the budget. Final FY2010 budget to be presented to SB: The Fin Com has approved the budget to be presented at town meeting. The Select Board will review it at their April 14 meeting. Attached. Also attached is a copy of notification of our Regional School Committee vote to adopt their FY10 budget of $28,636, 214 ( 1.8% increase over 2009). They also voted to assess member towns $16,512,671, based on regional agreement method. Our assessment is -1.4% because of our declining enrollment at the regional level. FYI: 1. What a difference a year makes, SB voted to accept low bids from FRCOG fuel prices for diesel, gasoline and heating fuel. A new option this year placed a cap on any increase. Of the three bids we accepted one at fix rate and two with a cap rate. 2. April 17, groundbreaking ceremony for the new Franklin Regional Transit Center info attached. 3. Dire economy Dire budget news: Governor Patrick announced this week that he is making further cuts in the state budget this fiscal year. Announcement attached. The House FY10 budget came out Wednesday and House members will begin debate April 27. Their budget cuts are deeper than the Governor's. They propose cutting $28,716 more in state aid, eliminate all Community Policing money and Quinn Bill and make more cuts in school transportation. Attached is MMA's Legislative alert and a copy of my email to Steve Kulik to help fight for new revenue sources to restore some of the state aid. Our Fin Com will discuss Tuesday night how to close the new budget gap using the House revenue numbers. Update of gasoline spell at Fire Station: Alan Weiss, Licensed Site Professional came to the Select Board meeting to discuss final requirements to complete DEP Phase 1 reporting requirements due June 4, 2009. His work will include resampling water samples at test wells, and completing final report. When this phase is complete the town will have spent $55,214, which includes clean-up of only a small portion of the contaminated soil. The town has 5 years to clean up the site going back to June 4, 2008. Phase 2 is a two-year process that will identify the exact boundaries of the contamination and describe possible remediation activity. This phase will require more comprehensive site investigation followed by identification of reasonable long-term remedial strategies for the site. Clean-up Spreadsheet attached. Cemetery Clean-up planned: The Shutesbury Cemetery Commission and Tim Hunting of the DPW are organizing a clean-up day Saturday April 25 starting 8am. Fin Com makes more cuts to FY10 budget: In order to come in line with House budget cuts, (which significantly reduced state aid) and possible additional cuts when the Senate votes their budget in mid-May, the Fin Com made more cuts in our FY10 budget. They cut across the board in all non-personnel line items where there were no contractual agreements or fixed costs. The main goal was to divide the cuts among all departments and not use any cash reserves. The Fin Com also acknowledged the best use of cash reserves is for capital projects, unforeseen needs (like the fire station clean-up), and future state cuts and/or reduction in the town's revenue collections. Most cuts were about ½ of 1%. We needed to close a budget gap of about $30,000. The FY10 budget is $34,718 less than FY09. Attached is a copy. Motions for ATM also attached. I have put in the mail box's of all Department Heads the new proposed budget. Please take the time and review it and get back to me if you have any questions or concerns. There will very likely be a Special Town Meeting this summer or early fall to make any final adjustments to the FY10 budget. Farmers Market: If you are interested in participating in Shutesbury's Market either as an arts/crafts person or food vendor we are planning an organizational meeting on Saturday April 25 at 9am, attached is the agenda. Energy Audit Report available: Our Energy Audit reports are complete. The Building and Energy Committee will meet to review the report and discuss their ideas/suggestions on Monday night April 27. I will have extra copies of the Energy Audit reports available for interested parties and I can email reports to folks. Spear Memorial Library presents Local Author Julius Lester tomorrow evening, Wednesday, April 29th at 7:00 pm at Town Hall. Mr. Lester, an author of over 30 books for children and adults will talk about "being a writer". The event is free and open to the public.
